Rolando Village BID

The Rolando Village Business Improvement District

The Rolando Village BID is a nonprofit organization dedicated to enhancing the economic vitality, safety, and beauty of the Rolando Village commercial district in San Diego's District 4 (Eastern Area).

Serving the corridor bounded by University Ave to the north, SR-94 to the south, College Ave to the west, and 69th Street to the east — we work alongside member businesses and community partners to make Rolando Village the vibrant hub it has always been: the Historic Heart of Rolando.

  • 🏠
    Beautification

Gateway landscaping, University Ave cleanups, tree planting, decorative lighting, and streetscape improvements keep the district looking its best.

  • 📞
    Advocacy

A unified voice for Rolando businesses and residents at City Hall, supporting infrastructure projects like the University Bikeway and utility undergrounding.

  • 🎉
    Events & Community

Monthly community council meetings, seasonal clean-ups, markets, and neighborhood celebrations that drive foot traffic and build connection.

Built for the Whole Neighborhood

The Rolando Village BID exists to connect two groups who need each other: the residents who call this neighborhood home, and the businesses that serve them every day.

🏠

For Rolando Residents

The businesses on El Cajon Blvd aren't faceless corporations — they're your neighbors. They pay taxes here, hire locally, and reinvest in this community. When you choose to shop and eat local, you're strengthening the neighborhood you live in.

For BID Member Businesses

Every business in the Rolando Village BID pays assessments. That means we collectively fund a unified voice — one that can and should be heard at City Hall, by the San Diego Police Department, and by every elected official in District 4.

We pay into this city. We deserve safe streets, responsive services, and a city government that takes our concerns seriously — including the quality-of-life issues that affect our businesses and customers every day.

Advocacy & Community Issues

A Business Improvement District is more than beautification — it's organized, tax-funded power. Here's what we're actively working on.

🚶

Public Safety & Homelessness

Our business corridor, like many across San Diego, is dealing with a growing homelessness crisis that affects customers, employees, and business owners daily. The Rolando Village BID is committed to advocating for coordinated, humane solutions — connecting those in need with city services while ensuring our businesses and community members feel safe.

We work with District 4 representatives, SDPD, and the City's homelessness response teams to keep the pressure on for real action — not just displacement.

🏗

Infrastructure & Streetscape

The University Bikeway, utility undergrounding, and the Rolando Park Gateway Project are all active infrastructure wins that the BID has supported and advocated for. A cleaner, safer, better-maintained corridor means more foot traffic and more business for every member.

🗣

Collective Voice, Real Results

There is strength in numbers. BID member businesses collectively fund our operations — which means we have standing, resources, and organized representation. One business owner calling City Hall is easy to ignore. Eighty-plus businesses speaking as one district is not.

If you're a business owner with a concern, bring it to the BID. That's exactly what we're here for.

Have a community concern? Bring it to the BID — we're your organized voice.
